Stainless Steel Bar Keepers Friend or Cameo work best on stainless steel. Scratch marks are impossible to remove, so prevention becomes important. Always place a protective mat in stainless steel sinks.
I learned the hard way over Christmas about the importance of stainless steel cookware, and not burning food in them. I left a pot unattended for a brief few minutes, returned to find the water boiled away and a thick black tar stuck to the inside bottom of my new pot!!!
To clean this mess, I first mixed 1/3 vinegar and 2/3 water, brought to a boil which loosened a good share of the "tar mess". Then I put water and dish soap and let it sit for a few hours, followed by emptying the soapy water, sprinkling Bar Keepers Friend liberally and scubbing with much elbow grease. I managed to remove about 99% of the baked on tar mess and am happy. Lesson learned - never turn the heat over medium when using stainless steel cookware, and do not leave unattended.
One may also sprinkle liberally with baking soda, adding just enough water to moisten. let stand for several hours. Generally, you can then lift the burned portions right out of the pan.
